State Establishment for Civil Aviation
The Iraqi Civil Aviation was established at the time when
Al-Mutahenna (West of Baghdad) and Basra (Al-Meqel) airports were established in
1933 and 1936.The two airports were run by the British Authorities. Then Basra
Airport was annexed to the Iraqi Harbor Administration while Baghdad Airport to
the Iraqi Ministry of Defense. In 1936 the Ministry of Defense established the
Directorate of Air Harbor, to be later named the Directorate of Civil Aviation.
The Directorate of Air harbor and Directorate of Meteorology were annexed to it.
The Directorate services expanded. The Directorate of Civil Aviation to be
headed by a director. It was later annexed to the Ministry of Transport and
Public Work as per the second amendment of the Ministry’s Regulation No.21 of
1945. In 1948 it became the Directorate General of Civil Aviation.
Iraq joined all international charters and Agreements
relevant to aviation and carriers rights and participated at all International
meetings and conferences.
The Ministry consists of the following establishments:
- The General Establishment for Civil Ports,
- The General Establishment for Iraqi Airways, and
- The Civil Aviation Institute.
The Civil Airports
Baghdad International Airport, Basra, Mosul, Erbil and
Sulaimaniya Airports.
State Company for Transporting Delegations
The Company was established in 2000. It specialized in
transporting guests and formal delegations visiting the country. The Company
was subject to the stipulations of Public Companies Law No.22 of 1977 and
was registered at the Companies Registrar as per to the establishing
certificate No. 180 dated 28/ 3/ 2000. The Company transports Arab/ foreign
delegations visiting the country, the companies representatives businessmen
and Diplomatic Corps. The Company has a fleet of modern vehicles and drivers
qualified to accompany the delegations while touring the tourist and
religious sites in Baghdad, other provinces and the neighboring countries
(e.g. Syria, Lebanon, Jordan, Iran and Turkey).
The State Company of Water Transport
The Company was established according to the Law No.76
of 1952 and named Iraqi Sea Transport Company Ltd. aiming to practice sea
transport and to accept agencies on behalf of the navigator companies. The
first Basra branch of the Company was established in 1959 to perform the sea
agencies work for ships heading to Iraqi ports; a contract was signed to buy
two ships: the ship Qassim ( later renamed 14 Ramadan ) and the ship
14th.July.
The State Company for Iraqi Ports
Historical gackground: After World War 1, the
development of Basra Port and changing it from a military port for the
British Forces to a commercial port under the control of the Iraqi
Government were undertaken in 1919. They started developing the wharfs,
brought equipment for running the port, established sheds and stores. The
area was surrounded with an iron fence and a police government unit was
established.
In 1921, after forming the Iraqi national Government, the Ports came under
the supervision of the Ministry of Trade, but in 1922 it became under the
control of the Ministry of Finance.
In 1931, the building of the Directorate General of Ports was inaugurated by
King Faisal 1 in Maqal. In 1939, the task of supervising the ports was
designated to the Ministry of Transportation and Public Works.
In 1956 the Iraqi Ports Organization became independent according to Law No.
40. The Administration was transformed to an Establishment according to Law
No.7 of 1967.
In 1987, the State Establishment for Iraqi Ports was initiated according to
the companies’ Law No.22 of 1977.
The Al-Dhilal Company for Goods Transportation
Historical background: The Company was established in
1994 for transporting passengers and goods inside and Iraq and abroad. In
22/9/1999, the Company became subject to the stipulations of the Companies
Law No. 22 of 1977.
